7/23/97  -  ((8/4/97 pkt)) ((All motions that carried were 3 yes, 0 no.))  - Exhibit [ A-6-b ]  - Met Wed, Members present:  Ald DM, JW, DA, BB, Hall & Wren, also Mayor Harrington & MW (Ald FP was excused due to illness).  DM moved approve agenda, DA 2nd, carried unan.  Discussion on City Adminr ((MOPR=Administrator)).  DA moved to use the City of O'Fallon's Ord on a City Adminr as a guide ord, JW 2nd, motion carried.  (Mr RC ques'd the cmte on whether or not they had considered a full time Mayor before going to a City Adminr)

Discussion on Sale of City Parks.  DA moved to keep the current way of selling of real estate transactions that the city has in place now, JW 2nd, motion carried.  Discussion on hiring & firing of City Employees.  DA moved that the termination of employee process be outlined in the handbook & for the city to obtain a copy of VP Fire Dist's termination policy for review, JW 2nd, motion carried. 

Discussion on Antennas.  JW moved to have Kathy Butler ((VP City Atty)) review the Twin Oak's Ord on towers & antennas & draft a similar ord for City VP, DA 2nd, motion carried.  Discussion on Sign Ords.  JW moved to amend the zoning ord to include current city ord on signs, DA 2nd, motion carried.  DA moved to have Kathy Butler review solicitation signs on telephone poles, trees, etc & come back to BOA with her findings, DM 2nd, motion carried.  Discussion on Weeds.  DA moved to have the Chief of Police & Kathy Butler establish a bi-annual posting letters to weed violators, DM 2nd, motion carried.  DM moved adjourn, JW 2nd, motion carried.
