Dear Mayor Adams:

The Missouri State Emergency Management Agency (SEMA) has reviewed this matter as the grantee for the Valley Park Hazard Mitigation Grant Program (HMGP) project.  Enclosed is a copy of SEMA's response to our inquiry.

We support the State's review of this matter.  Where FEMA funds, under the HMGP, were used to purchase certain properties, the specific open space deed restrictions must be met.
