on VP Letterhead to the devrs listed further below. I counted 88 companies,107
individuals & noticed that company names such as Clayco/Claycorp, Kimco,
Koman, Opus & Regency are obvious
duplicates/variations; Duke-Weeks & Jones are triplicates. > Clayco's response
is from the 10/3/05 BOA pkt. While Property Rights Activists fear a Task Force bandaid as they beg donations & struggle to resurrect American
Property Rights, devrs are calling-in & circling
their BMW's, Hummer's & Wannabes around Their Laws, tools, incentives, tax$
hand-outs, abatements & guaranteed profits.

Dear:
On
8/24/05, City VP, MO issued an RFP that was published in the StL
Post-Dispatch. I would like to personally invite u to consider
responding to this RFP & obtaining the devr pkt from City Hall.
For
now, City VP has identified the older portion of the cmty located within the
recently completed levee system for possible redev into a mixed-use dist.
With this proposed project, we look fwd to the possibility of expanding our
ec base. Together we would like to transform this area into a vibrant
asset in our cmty & showcase a unique stype & quality of dev. Enclosed
is a copy of the RFP notice that was published in the StL Post-Dispatch, as
well as a map of the proposed area.

I am
in receipt of your RFP for the proposed Old Town Redev Area. Because
of the Governor's task force on E.D. & TIF & what we believe will be emerg
LEG that will end the use of E.D. to pursue redev projects we can see no
value in us or any devr pursuing any redev project with uncertain prop acq
at this time.
For
your city & many others like it, the potential devastating effects of the
agenda of this current Governor is sure to halt the potential for any
project that could revitalize a cmty that needs it. It is my opinion
that it won't matter if u rcv responses to this RFP that
the Governor's agenda & the LEG that we expect to see from it will kill this
project anyway. ((sentence structure {sic}))
The
Governor seems to have turned a blind eye to the real need for ec redev of
blighted & deteriorating areas in this State. It is my opinion that
the energies & effort of you, your council, staff, & others should be to
educate the Governor rather than wasting your efforts on a redev plan that
cannot be implemented.
If a
ban on the use of E.D. is substantially modified from what it is today &
becomes impossible to use by cmtys to revitalize blighted areas, the ec
impact will be felt first in declining state revenues immed followed by
relocation of even more jobs out of the State of MO.
Again
I appreciate the opportunity however I am sure under the circumstances u can
understand our position & our hopes that u will contact all of your state &
local LEGrs to put a stop to this ill-advised path.
