Rd, VP, MO 63088. In about 1997 he moved to 1795 Clarkson Rd, Suite 210,
Chesterfield, MO 63017; in about 2000, 109 Chesterfield Biz Pkwy, Chesterfield, MO 63005-1233.
Same phone #'s all locations: 314-530-1515, fax 1556. Directions are 40W,
exit Chesterfield Airport/Long Rd, L over 40, R on Chesterfield Airport
Rd, quick L into Chesterfield Biz Pkwy. Arriving at his office on 3/8/05 for my 4/27/05 Valuation Jury Trial
Deposition, I noted that 4 other attys share that 109 office space:
J Ronald Lacey; Frank C Dunne, Douglas E Warren, Registered
Patent Atty; & Wendy A McIntyre; & on 2/16/06 to get City Appraiser Ernie Demba's depo for my
3/1/06 Value Trial, Atty Samuel B. Murphy, Jr.
All of EM's posted bills are addressed to MW
(Marguerite Wilburn)
at VP City Hall, except for bills to PP
(Pat Pillow) who was the city clerk from about 4/02 till about 4/03.
EM's time
expended on each task or day
follows an equal symbol below & is shown in tenths of an hour.
Multiplying the decimal figure by 6 =
its maximum mins: 0.1 = 0 thru 6 mins; 0.2 =
7 - 12; 0.3 = 13 - 18; 0.4 = 19 - 24; 0.5 =
25 - 30; 0.6 = 31 - 36; 0.7 = 37 - 42;
0.8 =
38 - 48; 0.9 = 49 - 54. $90.00/hr = $1.50/min; 5 mins =
$7.50. As in the BOA
packets, many hardcopies have very small print & some characters are not
distinct even thru a magnifying glass. MOPR notes within the bills
have double parentheses. I've not had time to verify his
calculations or dates/hrs between city/levee bills.
When EM refers to
Omvig, Weis, McKinney, McMullen, etc, they are
presumed to be the usual people associated with the city, COE, levee, etc.
EM uses his own various versions of names, initials & abbreviations.
In these retypes, they are noted by {sic}, or,
unlike MOPR's, his are followed by a period. Some, such as obvious &
consistent misspellings of even familiar names, are not continually
flagged. Absent a key from EM,
MOPR's PCO List (People, Companies & Organizations) was created for him
altho some remain a mystery: APA
(surely not Animal Protective Assn), COV, CPDC, CMS, FMU, HEC, IOS, P/V, PRB
(should be PRM? for levee Progress Review Mtg), RFQ (Request For Quote?), RFT, SHD (State Health Dept?), UDC.

* Katherine Butler was also a VP Atty
from at least 1997 until 4 or 5/98 when EM took over her duties per new
Mayor DA. Ref PCO Horas.
5/18/06 Note: The 5/1/06 BOA
approved a $35/hr raise for EM, increasing his hrly fee from $90 to
$125/hr & Mark Hagemeister (Ref PCO's) of the Roberts Law Firm
at $125/hr to take over EM's duties as VP Prosecuting Atty.
Additionally, each
receives a yearly retainer fee; Hagemeister's is $9600; EM's
is $12K which covers regular BOA, P&Z & monthly dept-head mtgs. Both
are in Chesterfield offices, miles from VP & many miles from Clayton &
Downtown StL ct bldgs & the COE's office.
