MISSOURI  PROPERTY  RIGHTS

This website opened on  9/23/02 & is operated by Maureen Morris.  While its scope is statewide, focus is on the  U.S. ARMY CORPS OF ENGINEERS'  VALLEY PARK, MO LEVEE Project entangled with Municipal Redevelopment, Tax Increment Financing & Eminent Domain.  

Just north of Interstate 44 & State Hwy 141, this project features a 3.1-mile levee.  In 11/92, the USACE estimated the levee's Total Project Cost at $15.4 Million & completion by the mid-to-late 90's.  In 10/05 with that Total Project Cost at  $49,000,000 (FORTY- NINE  MILLION DOLLARS), the USACE declared it only "substantially complete".

While gainful employment is enjoyed by the USACE, attorneys, appraisers, surveyors, contractors, consultants, etc, the existing private investors, business & landowners, continue to pay high insurance premiums even in 3/06.  Property improvements that bring returns on investments are postponed & jeopardized year after year.  Some have given up & moved out.  Personally, after 15 years of surviving floods, I am drowning in the levee project;  condemned twice, convinced of a land grab & police coercion.

Info from The Justice Dept & State Auditor's office is that the responsible city officials themselves! must request & approve!! an IN-DEPTH audit of levee finances, policies & procedures, OR  We The People must provide evidence & PROOF of wrong-doing;  then they'll start their investigation! 

Despite shallow pockets, insufficient activists, professional investigators, public relations, law & accounting experts in the floodplain, threats to Free Speech & continuous difficulties obtaining public records, information is being gathered & posted in addition to MOPR Minutes, verbatim transcripts of VP Levee Cmsn, Board of Aldermen, USACE & other meetings.
