7/15/02 LEV  Three COE visitors, Sportsplex & g/p appraisals, try to determine city cash contribution, pay Treasurer, possibly stop spending fed $, 5% vs 8 & 9%.  4) G.Adams & Probert 1st mtg absent;  JK passed away 6/02, need new biz member.  Halamicek offer, conditions, P&Z.  John Dennis' 6 ac w of Fishpot $5K.  7)  EM/RW argue # props needed, Pyramid, Halamicek, Mer Plaza & AL;   CLM 2 delay reasons;  COE decided expand det basin, add'l land requiremts, Cotton Co, Kirchner, Simpson, change whole area drainage.  Twice pre-pd Simpson dirt, JW asks about 10 props.  City crews to do seals. Young new bldg & P&Z,  Beckett's Valley Plaza Project, 54" drain, storm, sewer, water, RR esmts.  T-shirt shop & RR spur, pump sta, UE esmt, Beckett's Plaza, 141 drain, VP to own Mer Sta/River Rd. 12) Redesign 54", also bore under RR, sluice or flap gate, river outlet overgrown, Mer Sta/River Rd water divert 54" & big storm sewer to Fishpot,  SE AL det pond no longer in plan so bore small pipe under RR to drain AL to Defish Depot, Beckett's const pkg problem, old problem sheet flow, 10" plastic pipe, sewer & riprap in Fishpot det, maybe move pipe to RR embankmt, but water line & Young's forced main, fed prop agreemts. 

 

13) Fed funding, Horgan, Akin, Callahan, COE notch down, Billion, 5.2 & 4.6M, 600K, Bond, Daniels. Tom Horgan's great.  FY 03 city cash cont, actual flood defense FY;  ask small, may come back, something like $130K, supposed to be $100K. 16) TW's copy of city drainage plan shows NEW storm sewer 8th St & belone levee, 16" pipe for Pharoah direct drain to det area;  no misapprehensions, that was a prepared study, not a plan;  city has no funded drain work plans, TW to recommend;  was city's little drain into 60";  TW etc. to see if plan to adopt & help COE design.  17) Gravity drains, fairly massive concrete & reinforced steel structure & pipe chute baffles, maybe do riprap channel, need cost compare some ideas.  18) River Rd could be altered.  Soil borings for relief well design, contaminated grnd water;  ARDL safety plan;  $7K city pd COE for potential volatile disposal.  Fire trucks emerg rd.  Conroy's preliminary const plan/draft for g/p material. 
 
22) Env'l mit plan draft new version, MDNR, Fish & Wildlife, colored drawings of work at Fishpot, GG, Simpson;  Purdy concept plan stream mit, 10 ac mit bank, maybe $30K/ac, stream as opposed wetland, Fox Creek Mit & one in Lincoln County, $20K/ac;  St. L County & MSD, Mer River Greenway, surveys done & Vance Trails & Mer @ GG banks severe & not enough run-off to create wetlands, still searching, since 404 Permit expires in Dec, urgently need mit plan & one with off-site has been informally coordinated with agencies, credits;  need cost est on Fishpot work, GG & Simpson since included in mit plan. 
 
23) City deed-restricted 60 acres hardwoods mit, want credit for he thinks $900K fair mkt value appraised, but JZ may remove restrictions & require off-site feeling cost inordinate;  Chief Env'l, Dan Riteland, recommended & set aside existing land, tho not agencies-coordinated; 100's of 1000's of $ savings possible depending on mit bank vs conservation esmt areas set-aside;  city's 60 acres part of LERRDS, acquiring land, otherwise city pays 25% general cost sharing; certification, perpetuity;  2 yrs ago city did?;  EM says won't save 100's of 1000's, will kill city, budgeting, bondholders, worth $950K;   60 acres set aside may be considered "technique";  question 404 alert;  benefit cmty intent; nothing stops city from selling preservation to developer, logic when set aside;  JZ wants revised appraisal, EM says COE re-checked it, JZ wants look other costs & at policies, already gave city directions/guidance.  24)  If 404 Permit expires, can't constuct; physical work assoc'd with work at Simpson det, Fishpot Creek & GG det or env'l area, can be separate contract or part of 4B. 
 
25) SHPO & g/p exam, pictures, Wash advisory council, state agree COE enough docs to proceed const & clear trees;  Terry Norris, COE archaeologist;  g/p attire, g/p nothing worth saving.  JZ wants separate tree clearing contract avoid Ind Bat nesting, wants Nov award, bidders to see with trees, need SHPO done, city owns 99% or so of tree land which is required to clear, should have enough $ to clear.  27) Need to coordinate RR esmts with land acquisitions, need decision on pipe thru RR ROW, COE real estate & RR relations, Magpaso, JZ says COE is like willing to help RR out, ideally, EM understands, N&W&Frisco & BN on 3B, BN on 4A good coop, but not contractor & RR & not city fault.  COE has appraisals in-hand Pharoah, Morris, McGhee, Brown revision EM thinks...(exchange damn tape)...29) JZ needs 4B written relocations list from EM;  main one is MSD lift sta;  Lions Club;  EM thinks big Lac Gas;  county water contract &/or obligation; city &/or county design;  preliminary mtgs with all utilities & they were to get back with COE coordr, JZ says that mtg was like over a yr ago, EM agrees, COE provided utilities' info on COE ROW drawings, SWB performed their relocations, EM doesn't know that anyone else has. 
 
30) Need right to enter EH property to finish HTRW Phase 2 Study, but EM says COE needs approve appraisal & JZ chuckles.  31) Need plan for relief well rem, permit app with &/or without dots, rem mgr, ctr'l treatmt plant for grnd water if needed;  Andy says DNR doesn't really need the one that (CLM interrupted);  EM & DA discuss Wainwright & Geldbach, stopping rem, new operating unit & Precision Forgings dumping; Andy's optimistic;  JZ says need permit from MDNR, we've got applications; about 2.5 Grand for industrial-type storm water permit & only category;  5 yrs could never get discharged from loophole;  national Reichold budget.  32) MM wants copies levee mtg mins at mtgs,  levee member criteria, G.Adams' qualifications, (MM property-taking recap), MM condemns/commends EM for confusing people & issues;  EM responds;  EM & CLM laugh;  EM explains.  MM cmts re EM waiting for BD's response, EM admits inquiring well over a yr ago.   MM cmts regarding surveyor trespassing on #8 Arnold Dr & she's responsible for removing stakes & pins due to blatent disregard & disrespect for private property rights, entry requires her approval of their written request, EM says surveyor should've gotten her permission;  DA doesn't want to sit in on no negotiatin' on that.  (end LEV20020715)
